Carolyn V. Parnell is a native of Selma, Alabama. She currently resides in Renton, Washington with her spouse, Ernest, and five children. She has six grandchildren.

A love for people has kept her involved in her community for many years, and her husband, Ernest, has been her most enthusiastic supporter. Because of her involvement, she was nominated for a "Citizen of the Year" award. She received the "Outstanding Citizen" award, 2003.
